As part of USDA's new Farm Production and Conservation (FPAC) Mission Area, we are the focal point for assisting the voluntary conservation efforts of the nation's farmers, ranchers and other stewards of agricultural lands and non-industrial private forest lands. ### Responsibilities
This position functions as the Assistant State Conservationist for State Wetland and HEL Compliance. It has leadership responsibilities for formulating, recommending, and implementing policy and procedures applicable to Highly Erodible Land (HEL) and Wetland Compliance (WC) provisions of the National Food Security Act Manual (NFSAM). The position is under the general supervision of the State Conservationist.
* Coordinating compliance actions and activities to implement national Highly Erodible Land (HEL) and wetland policies resulting from law, regulation, executive order and interagency agreements.
* Develop and implement a comprehensive oversight and evaluation plan to ensure technical quality and consistency in compliance activities.
* Gather, analyze and distribute technical information applicable to conservation compliance in the state. This includes determining compliance research needs and providing training to field personnel in the development, adaptation, and use of resource data for compliance activities.
* Provide statewide guidance on all wetland and HEL issues and develop materials and technical tools for field and technical staff in conducting HEL & wetland determination and delineations.
* Provide overall leadership of program activities, make work assignments, evaluate performance, interview candidates, make hiring selections and determine training needs.

### Qualifications
**All applicants must meet all qualification (i.e. specialized experience) and eligibility** (e.g. time-in-grade, general restriction on movement after competitive appointment/time-after-competitive appointment) **by the closing date of this vacancy announcement.**
This is an interdisciplinary position and may be filled in any of the job series/position titles posted in this vacancy announcement. In addition to the specialized experience requirements, applicants must submit proof that they meet the Basic Requirement for at least one of the occupational series described below. Applicants may only be appointed to a job series/position title for which they meet all experience and educational requirements.
**Basic Requirements for 401 Series**:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; **OR**
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
**Basic Requirements for 457 Series:**
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science; **OR**
****Combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
**In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualification Requirement in order to be considered:
**GS-12 Specialized Experience: You must possess at least one year of specialized experience which is equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must have equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience: Providing technical assistance with wetland conservation and highly erodible land conservation compliance. Preparing conservation plans for highly erodible land/wetland conservation. Assisting with wetland functional assessments for mitigation. Conducting wetland field visits to provide technical expertise. Assembling wetland documentation for wetland determination appeals.
GS-13 Specialized Experience: You must possess at least one year of specialized experience which is equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must have equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include: Providing program oversight of wetland conservation and highly erodible land conservation compliance. Providing expertise in the development of related technical policies and program activities. Reviewing conservation plans for highly erodible land/wetland conservation compliance. Reviewing HEL and wetland reconsiderations while providing quality control in compliance activities. Assembling documentation for HEL/wetland and program appeals.
**Substitution of Education for Specialized Experience:** There is not an educational substitution for experience at the GS-12 or GS-13 grade levels.
